It'll be an interesting spring. The Onondaga County Industrial Development Agency gave developer Robert Congel until April to tweak his aid request for a research and development park. That will come on the heels of the deadline for the sale of bonds to expand Carousel Center. Who's OCIDA are you on? The agency board said Thursday it approves of Congel's offer to withdraw his request to use eminent domain to obtain private properties for the research park. But they want him to make the change legally binding. The agency's board voted 4-0 to give Congel 90 days to remove the request to use eminent domain from the application for aid from the agency. Eminent domain is a legal proceeding in which the agency can take private property for an economic development project and pay market value for it.
